The emergent phenomena are new trends, innovations, phenomena which are thought to have the potential to transform the Mediterranean context without it has certainty on this potential. Modest in size, often regarded as mere cultural epiphenomena without political or even social profound dimension, these phenomena can be identified as important in the long term. On the horizon the next 20 years, the potential of these phenomena of "low intensity" can be updated and become a structural element of the future of the entire Mediterranean. But emerging phenomena may well remain virtual.
