The transition from a global economy based on fossil fuels to one based on renewable energy economy represents a profound change in our technique and energy system. It involves an equally profound changes in the organization of public policy in shaping the economy. Unlike the previous revolution in the field of energy policy but also in their approach to territorial development. The renewable energy revolution requires a massive injection of public funds to a new level in the history of technology and energy. The origin of these public funds are distributed between the EU, Member States and local and regional authorities.
