Territories, be they cities, provinces, regions and governorates or whatever their institutional gradually assert themselves, in all countries, as a valid link in devising appropriate solutions to the challenges globalization and this, not in opposition but in close cooperation with other institutional levels and in particular the European level and the states.

The countries of southern and eastern Mediterranean, yet characterized by a strong tradition of centralization, are not excluded from this development. In recent years there has, indeed, the emergence of new modes of governance within the ministries and central administrations of the State. One type of phenomenon is the development of national territorial planning tools leading to an increasing use of spatial planning at municipal and regional levels. These tools are characterized by their inclusion dimension, for involving the participation of new actors in the preparation of public policies in the Mediterranean.

Furthermore, we observe the development of a plurality of processes initiated by local actors for the planning and organization of their sustainable human development. The perspective of human development and sustainable development in the Mediterranean and is an important lever of institutional innovation and policy.

However this development is hindered by low skills both at decentralized levels of government than that of local authorities in the fields of development and implementation of territorial policies. Territorial engineering skills are rare. And no specific training such as "territorial management" is provided in the facility personnel who form the public.
